A little below average for JinJiang chain, but not the worst
Wifi was great in the lobby (not available in the room). You pay a 200 RMB deposit for incidentals - don't worry, you will get it back.
I've stayed in another JinJiang hotel before and the other one was much newer, nicer, AND cheaper. This one kind of looks like a laundromat in front (fluorescent lights and all) and the rooms were a bit drab - it was clean enough (note that most China hotel rooms smell like smoke, it's kind of is expected). Only, the thing was, their washing machine was actually broken so we couldn't wash our clothes. Staff was really apologetic and showed us a place to go for laundry.
Overall, I was okay to stay here as a stopping point before heading to Lhasa.
A side note about the train to Lhasa: it leaves from the Xining West station (don't go to the Xining station by the bus stop...it doesn't exist because it looks like they are constructing a new station). Taxi to the train station will take about 30 min.

Decent hotel with reasonable rates in central Xining
Check out Xiao Xin Jie behind the hotel for good Hui BBQ and a lively street market.
